financial department:ಕಾಲಕಾಲಕ್ಕೆ ಹೊರಡಿಸಲಾಗುವ ಸರ್ಕಾರದ ಆದೇಶಗಳ ಮೂಲಕ ಆಡಳಿತ ಇಲಾಖೆಗಳ ಅವರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ/ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಹಾಗೂ ಕಾರ್ಯದರ್ಶಿಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಲು ಅರ್ಥಿಕ ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜಿಸಲಾಗುತ್ತಿದೆ.
ಮೇಲೆ ಓದಲಾದ 4 ರಿಂದ 6ರವರೆಗಿನ ಆದೇಶಗಳಲ್ಲಿ 1, 2 & 3ನೇ ಕಂತಿನ ತ್ರೈಮಾಸಿಕ ಕಂತಿನ ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜನೆ ಮಾಡಲಾಗಿದೆ. ಪೂರಕ ಅಂದಾಜು-1 ಮತ್ತು 2 ರಲ್ಲಿ ಅನುಮೋದನೆಯಾದ ಹೆಚ್ಚುವರಿ ಅನುದಾನಗಳನ್ನು ಒಳಗೊಂಡಂತೆ ಪರಿಷ್ಕೃತ ಅಂದಾಜುಗಳ ಮಿತಿಯೊಳಗೆ 4ನೇ ಕಂತಿನ ಅನುದಾನವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲು ಆಡಳಿತ ಇಲಾಖೆಗಳಿಗೆ ಆರ್ಥಿಕ ಅಧಿಕಾರವನ್ನು ಪ್ರತ್ಯಾಯೋಜಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಹಾಗೆಯೇ, ಆಡಳಿತ ಇಲಾಖೆಗಳು ಈ ಆರ್ಥಿಕ ಪ್ರತ್ಯಾಯೋಜನೆಯನ್ನು ಅದೇ ಉದ್ದೇಶಕ್ಕಾಗಿ ಚಲಾಯಿಸುವುದನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳಬೇಕಿದೆ. ಪ್ರತ್ಯಾಯೋಜನೆಯ ಉದ್ದೇಶವು. ಅನುದಾನದ ಪರಿಣಾಮಕಾರಿ ಬಳಕೆಯಾಗಿರುವುದರಿಂದ ಇಲಾಖೆಗಳು ಹಣ ಬಿಡುಗಡೆ ಮಾಡುವುದಕ್ಕೆ ಮೊದಲು ಕೆಲವು ಆಡಳಿತಾತ್ಮಕ ಪರಿಶೀಲನೆಗಳನ್ನು ಮಾಡುವುದು ಅವಶ್ಯವಾಗಿದೆ. ಅದುದರಿಂದ ಈ ಮುಂದಿನ ಆದೇಶವನ್ನು ಹೊರಡಿಸಲಾಗಿದೆ.
ಈ ಆದೇಶವು, 2024-25ನೇ ಸಾಲಿನ ರಾಜಸ್ವ ವೆಚ್ಚ ಮತ್ತು ಬಂಡವಾಳ ವೆಚ್ಚಗಳನ್ನು ಬಿಡುಗಡೆ ಮಾಡುವುದಕ್ಕೆ ಅನ್ವಯವಾಗುತ್ತದೆ. ಅದೇಶದಲ್ಲಿರುವ ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜನೆಯನ್ನು ಸರ್ಕಾರದ ಅಪರ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿಗಳು, ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿಗಳು ಮತ್ತು ಕಾರ್ಯದರ್ಶಿಗಳು ಚಲಾಯಿಸತಕ್ಕದ್ದೇ ಹೊರತು ಪುನರ್ ಪ್ರತ್ಯಾಯೋಜನೆ ಮಾಡತಕ್ಕದ್ದಲ್ಲ.
financial department: ಭಾಗ-1 ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ:
1. ಒಂದು ಆರ್ಥಿಕ ವರ್ಷದಲ್ಲಿ ಮುಂದುವರಿದ ಅಥವಾ ಹೊಸ ಯೋಜನೆಗಳೆಂದು ಅನುಮೋದನೆಗೊಂಡಿರುವ ಯೋಜನೆಗಳಿಗೆ ಮಾತ್ರ ಹಣವನ್ನು ಬಿಡುಗಡೆಗೊಳಿಸಬಹುದಾಗಿದೆ. ಮೇಲೆ (2) ಮತ್ತು (3) ರಲ್ಲಿ ಉಲ್ಲೇಖಿಸಲಾದ ಅದೇಶ ಮತ್ತು ಅರೆಸರ್ಕಾರಿ ಪತ್ರಗಳಲ್ಲಿ ಮುಂದುವರೆದ/ಹೊಸ ಯೋಜನೆಗಳ ಅನುಮೋದನೆ ಮತ್ತು ಉಸ್ತುವಾರಿ ಬಗ್ಗೆ ನೀಡಿರುವ ಮಾರ್ಗಸೂಚಿ ಮತ್ತು ಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಹಾಗೂ 2024-25ನೇ ಸಾಲಿನಲ್ಲಿ ಯೋಜನಾ ಇಲಾಖೆಯು ಈ ಬಗ್ಗೆ ನೀಡಿದ ಸೂಚನೆಗಳನ್ನು ಆಡಳಿತ ಇಲಾಖೆಗಳು ಓದಿಕೊಳ್ಳಲು ತಿಳಿಸಿದೆ.
2. ಅಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆಯ ಆದೇಶವನ್ನು ಹಣ ಬಿಡುಗಡೆಯ ಆದೇಶವೆಂದು ಪರಿಭಾವಿಸತಕ್ಕದ್ದಲ್ಲ. ಅನುಮೋದನೆಯಾಗಿರುವ ವಿವಿಧ ಯೋಜನೆಗಳಿಗೆ ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜನೆಯನ್ವಯ ಹಣ ಬಿಡುಗಡೆ ಮಾಡುವ ಬಗ್ಗೆ ಪ್ರತ್ಯೇಕ ಆದೇಶ ಹೊರಡಿಸಬೇಕಾಗುತ್ತದೆ. ಯಾವುದೇ ಯೋಜನೆಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡುವ ಮೊದಲು ಯೋಜನೆಯ ಮಾರ್ಗಸೂಚಿ, ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ, ಕ್ರಿಯಾ ಯೋಜನೆ ಪ್ರಕ್ರಿಯೆ ಮುಂತಾದ ಆಡಳಿತಾತ್ಮಕ ಪರಿಶೀಲನೆಗಳನ್ನು ಅಡಳಿತ ಇಲಾಖೆಯು ಮಾಡತಕ್ಕದ್ದು.
3. ಕಾಮಗಾರಿ ಅಂದಾಜುಗಳ ಅನುಮೋದನೆಗೆ ರೂ.10 ಕೋಟಿಗಳವರೆಗೆ ಮತ್ತು ಸರಕು ಹಾಗೂ ಸೇವೆಗಳ ಸಂಗ್ರಹಣೆಗೆ ರೂ.10ಕೋಟಿಗಳವರೆಗೆ ಆರ್ಥಿಕ ಇಲಾಖೆಯ ಅನುಮೋದನೆ ಇದೆಯೆಂದು ಭಾವಿಸಿ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆಯನ್ನು (ಕೆ.ಟಿ.ಪಿ.ಪಿ ನಿಯಮಗಳನ್ನು ಪಾಲಿಸುವ ಷರತ್ತಿಗೊಳಪಟ್ಟು ಹಾಗೂ ಅಯವ್ಯಯದ ಲಭ್ಯತೆಗೊಳಪಟ್ಟು) ನೀಡಬಹುದಾಗಿದೆ.
4. ಬ್ಯಾಂಕ್/ಪಿಡಿ ಖಾತೆಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡುವ ಮೊದಲು ಆಡಳಿತ ಇಲಾಖೆಯು ಆರ್ಥಿಕ ಇಲಾಖೆಯ ಸಹಮತಿಯೊಂದಿಗೆ ಬ್ಯಾಂಕ್ ಖಾತೆಯನ್ನು ತೆರೆಯಲಾಗಿದೆಯೇ ಹಾಗೂ ಆಡಳಿತ ಇಲಾಖೆಯಿಂದ ಈ ಬಗ್ಗೆ ಆದೇಶ ಹೊರಡಿಸಲಾಗಿದೆಯೇ ಎಂಬುದನ್ನು ಖಚಿತಪಡಿಸಿಕೊಳ್ಳತಕ್ಕದ್ದು.
financial department: ಭಾಗ- 11 ಹಣ ಬಿಡುಗಡೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಆರ್ಥಿಕ ಇಲಾಖೆಯಿಂದ ನಿರ್ದಿಷ್ಟವಾಗಿ ಅನುಮೋದನೆ ಪಡೆಯಬೇಕಾಗಿರುವ ಪ್ರಕರಣಗಳು:
5. ಈ ಆದೇಶದ ಅನುಬಂಧ-1 & 1-ಎ ರಲ್ಲಿ ವರ್ಗೀಕರಿಸಲಾಗಿರುವ ಯೋಜನೆಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಲು ಆರ್ಥಿಕ ಇಲಾಖೆಯ ಅನುಮೋದನೆ ಪಡೆಯುವುದು ಕಡ್ಡಾಯವಾಗಿರುತ್ತದೆ. ಇನ್ನುಳಿದ ಯೋಜನೆಗಳಿಗೆ, ಕೆಳಗೆ ವಿವರಿಸಿದಂತೆ ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜನೆ ಅನ್ವಯವಾಗುತ್ತದೆ.
6. ಎಲ್ಲಾ ಹೊಸ ಯೋಜನೆಗಳಿಗೆ ಹಾಗೂ ಕೇಂದ್ರ ಪುರಸ್ಕೃತ ಯೋಜನೆಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆಗೆ ಆರ್ಥಿಕ ಇಲಾಖೆಯ ಅನುಮೋದನೆ ಕಡ್ಡಾಯವಾಗಿ ಪಡೆಯತಕ್ಕದ್ದು. ಎಲ್ಲಾ ಬೇಡಿಕೆಗಳಡಿ ಖಾಲಿ ಹುದ್ದೆಗಳಿಗಾಗಿ ಅನುದಾನದಡಿಯಲ್ಲಿ (VPP) ಒದಗಿಸಿರುವ ಅನುದಾನವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲು ಅಧಿಕಾರ ಪ್ರತ್ಯಾಯೋಜಿಸಿರುವುದಿಲ್ಲ.

financial department: The financial authority to release funds is delegated to their Chief Secretary/Principal Secretary and Secretaries of the administrative departments through Government Orders issued from time to time.
In orders 4 to 6 read above, the powers of 1st, 2nd & 3rd installments have been devolved. It has been decided to delegate the financial authority to the Administrative Departments to release the 4th tranche of grants within the limits of the revised estimates including the additional grants approved in Supplementary Estimates-1 and 2. Also, the administrative departments have to ensure that this financial planning is implemented for the same purpose. Objective of the project. For effective utilization of the grant, the departments need to do some administrative checks before releasing the funds. Hence the following order is issued.
This order is applicable for the release of revenue expenditure and capital expenditure for the year 2024-25. The devolution of powers in the order is to be exercised by the Deputy Chief Secretaries, Principal Secretaries and Secretaries of the Government and not to be re-devolved.
financial department: Part-1 Administrative Approval:
1. Funds can be released only for projects approved as continued or new projects in a financial year. The Administrative Departments are directed to read the guidelines and procedures given in the orders and semi-official letters mentioned in (2) and (3) above regarding the approval and supervision of continued/new projects and the instructions issued by the Planning Department in this regard for the year 2024-25.
2. Order of administrative approval shall not be construed as order of release of funds. A separate order has to be issued regarding the release of funds for various approved schemes. Before releasing funds for any project, administrative checks like project guidelines, administrative approval, action plan process etc. should be done by the administration department.
3. Administrative approval (subject to compliance with KTPP rules and availability of budget) may be given assuming approval of Finance Department for approval of work estimates up to Rs.10 crores and for procurement of goods and services up to Rs.10 crores.
4. Before releasing funds to bank/PD accounts, the Administrative Department shall ensure that the bank account has been opened with the concurrence of the Finance Department and an order has been issued by the Administrative Department in this regard.
financial department: Part-11 Cases requiring specific approval from finance department for release of money:
5. It is mandatory to obtain the approval of the Finance Department for the release of funds for the projects classified in Annexure-1 & 1-A of this order. For other schemes, devolution is applicable as explained below.
6. Approval of Finance Department must be obtained for release of funds for all new projects and centrally awarded projects. Authority is not delegated to release the grant provided under Grant for Vacancies (VPP) under all demands.
