Civil Services: ವಿಷಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳಲ್ಲಿನ(Civil Services) ಮೀಸಲಾತಿ ಅನ್ವಯವಾಗುವ ವೃಂದಗಳಲ್ಲಿನ ಹುದ್ದೆಗಳ ಭರ್ತಿ ಹಾಗೂ ನೇರ ನೇಮಕಾತಿ ಮಾಡುವ ಕುರಿತು ಪ್ರಸ್ತುತ ಉಲ್ಲೇಖ [1]ರ ಸರ್ಕಾರದ ಸುತ್ತೋಲೆಯಲ್ಲಿ ಈ ಕೆಳಗಿನಂತೆ ಆದೇಶವಾಗಿರುತ್ತದೆ.

ದಿನಾಂಕ: 28.10.2024 ರಂದು ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ತೆಗೆದುಕೊಂಡ ನಿರ್ಣಯದಂತೆ ರಾಜ್ಯ ಸಿವಿಲ್ ಸೇವೆಗಳಲ್ಲಿನ ಮೀಸಲಾತಿ ಅನ್ವಯವಾಗುವ ವೃಂದಗಳಲ್ಲಿನ ಹುದ್ದೆಗಳಿಗೆ ನೇರ ನೇಮಕಾತಿ ಮಾಡಲು ಹೊಸದಾಗಿ ಯಾವುದೇ ಅಧಿಸೂಚನೆಯನ್ನು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರುವಂತೆ ಮುಂದಿನ ಆದೇಶದವರೆಗೂ ಹೊರಡಿಸಬಾರದೆಂದು ಸೂಚಿಸಲಾಗಿದೆ.
ಈ ದಿನಾಂಕದ ಪೂರ್ವದಲ್ಲಿ ನೇರ ನೇಮಕಾತಿಗಾಗಿ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದ್ದಲ್ಲಿ ಅಥವಾ ಆಯ್ಕೆ ಪ್ರಕ್ರಿಯೆ ಪ್ರಾರಂಭಗೊಂಡಿದ್ದಲ್ಲಿ ಅಂತಹ ನೇಮಕಾತಿಗಳಿಗೆ ಹೊರಡಿಸಲಾಗಿದ್ದ ಅಧಿಸೂಚನೆಯನ್ವಯವೇ ಪೂರ್ಣಗೊಳಿಸಬಹುದಾಗಿದೆ.
ಮೇಲ್ಕಂಡ ಸೂಚನೆಗಳನ್ನು ಎಲ್ಲಾ ಆಯ್ಕೆ ಪ್ರಾಧಿಕಾರಗಳು/ನೇಮಕಾತಿ ಪ್ರಾಧಿಕಾರಗಳು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಪಾಲಿಸತಕ್ಕದು.”
ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಉಲ್ಲೇಖ [1] ರ ಸರ್ಕಾರದ ಸುತ್ತೋಲೆಯಂತೆ ಈ ಕೆಳಕಂಡಂತೆ ಕ್ರಮವಹಿಸಲುತಿಳಿಸಿದೆ.
1. ಅನುದಾನಿತ ಶಾಲೆಗಳಲ್ಲಿ ದಿನಾಂಕ:31.12.2015ರೊಳಗೆ ಖಾಲಿಯಾಗಿರುವ ಬೋಧಕ ಹುದ್ದೆ ಭರ್ತಿ ಅನುಮತಿ ಕೋರಿ ಆಡಳಿತ ಮಂಡಳಿಗಳಿಂದ ಸ್ವೀಕೃತವಾಗುವ ಪ್ರಸ್ತಾವನೆಗಳನ್ನು ಸರ್ಕಾರದಿಂದ ಮುಂದಿನ ಆದೇಶ ಬರುವವರೆಗೂ ವಿಲೇ ಇಡುವುದು.
2. ಅನುದಾನಿತ ಶಾಲೆಗಳಲ್ಲಿ ದಿನಾಂಕ:31.12.2015ರೊಳಗೆ ಖಾಲಿಯಾಗಿರುವ ಬೋಧಕ ಹುದ್ದೆ ಭರ್ತಿ ಅನುಮತಿ ಕೋರಿ ಆಡಳಿತ ಮಂಡಳಿಗಳಿಂದ ಈ ಹಿಂದೆ ಸ್ವೀಕೃತವಾಗಿದ್ದ ಪ್ರಸ್ತಾವನೆಗಳಿಗೆ ಈಗಾಗಲೇ ಆಯುಕ್ತಾಲಯಗಳಿಂದ ಅನುಮತಿಸಿದ ಪ್ರಕರಣಗಳಲ್ಲಿ ಆಡಳಿತ ಮಂಡಳಿಗಳು ಈಗಾಗಲೇ ನಿಯಮಾನುಸಾರ ಹುದ್ದೆ ಭರ್ತಿ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಳಿಸಿ ನೇಮಕಾತಿ ಅನುಮೋದನ ಕೋರಿ ಸಲ್ಲಿಸಿದ ಪ್ರಸ್ತಾವನೆಗಳನ್ನು ಪ್ರಚಲಿತ ನಿಯಮಗಳ ಅನುಸಾರ ಇತ್ಯರ್ಥ ಪಡಿಸಲು ಕ್ರಮವಹಿಸುವುದು.
3. ಅನುದಾನಿತ ಶಾಲೆಗಳಲ್ಲಿ ದಿನಾಂಕ:31.12.2015 ರೊಳಗೆ ಖಾಲಿಯಾಗಿರುವ ಬೋಧಕ ಹುದ್ದೆ ಭರ್ತಿ ಅನುಮತಿ ಕೋರಿ ಆಡಳಿತ ಮಂಡಳಿಗಳಿಂದ ಈ ಹಿಂದೆ ಸ್ವೀಕೃತವಾಗಿದ್ದ ಪ್ರಸ್ತಾವನೆಗಳಿಗೆ ಈಗಾಗಲೇ ಆಯುಕ್ತಾಲಯಗಳಿಂದ ಅನುಮತಿಸಿದ ಪ್ರಕರಣಗಳಲ್ಲಿ : (ಅ) ಆಡಳಿತ ಮಂಡಳಿಗಳು ಈಗಾಗಲೇ ಹುದ್ದೆ ಭರ್ತಿ ಸಂಬಂಧ ಪತ್ರಿಕಾ ಪ್ರಕಟಣೆ ಹೊರಡಿಸಿದ್ದಲ್ಲಿ ಅವುಗಳನ್ನು ಮುಂದುವರೆಸಲು ತಿಳಿಸುವುದು. (ಬ) ಒಂದು ವೇಳೆ ಈಗಾಗಲೇ ಪತ್ರಿಕಾ ಪ್ರಕಟಣೆ ಹೊರಡಿಸದೇ ಇದ್ದಲ್ಲಿ ನೇರ ನೇಮಕಾತಿ ಮಾಡಲು ಹೊಸದಾಗಿ ಯಾವುದೇ ಅಧಿಸೂಚನೆಯನ್ನು/ಪತ್ರಿಕಾ ಪ್ರಕಟಣೆಯನ್ನು ಸರಕಾರದಿಂದ ಮುಂದಿನ ಆದೇಶ ಬರುವವರೆಗೂ ಹೊರಡಿಸಬಾರದೆಂದು ಆಡಳಿತ ಮಂಡಳಿಗಳಿಗೆ ತಿಳಿಸುವುದು.

Civil Services: Regarding taking action regarding filling up of posts and direct recruitment in the categories where reservation is applicable in State Civil Services -2024.
Civil Services: In relation to the subject, the government circular of present reference [1] regarding the filling up of posts in the categories where reservation is applicable and direct recruitment in the State Civil Services is as follows.

Date: As per the decision taken in the Cabinet meeting on 28.10.2024, it is directed that no fresh notification for direct recruitment to the posts in the categories where reservation is applicable in the State Civil Services shall be issued with immediate effect till further order.
If the notification for direct recruitment has been issued before this date or the selection process has started, the same can be completed as per the notification issued for such appointments.
The above instructions shall be strictly followed by all the selecting authorities/appointing authorities.”
In this context, as per the Government circular of reference [1], the following steps have been taken.
1. Proposals received from the governing bodies seeking permission to fill up vacant teaching posts in aided schools by Date: 31.12.2015 shall be shelved till further orders from the Government.
2. In aided schools, the proposals received earlier for permission to fill vacant teaching posts within 31.12.2015 have already been approved by the commissionerates, the governing bodies have already completed the post filling process as per the rules and will take action to settle the proposals submitted for appointment approval in accordance with prevailing rules.
3. In aided schools, in cases where proposals already received by the governing bodies seeking permission to fill vacant teaching posts by date:31.12.2015 have already been allowed by the Commissionerates: (a) If the governing bodies have already issued a press release regarding the filling up of the posts, informing them to proceed. (b) Inform the governing bodies not to issue any fresh notification/press release for direct recruitment in case no press release has already been issued till further orders from the Government.
